From Haneda Airport:
At the international terminal, the taxi stand is located in the curbside area on the 1st Floor, right outside of the airport building.
From Narita Airport:

Terminal 2: Taxis are available at Taxi Stands 30 & 31-A
Terminal 3: Taxis are available at the bus stop
